IV. ESTABLISHMENT OF AN AQUATIC ANIMAL HEALTH BOARD
AQUATIC ANIMAL HEALTH BOARD
- Created - There is an Aquatic Animal Health Review Board.
- Composition - The Review Board shall consist of seven (7) members, four whom are appointed by the Governor and one each by the Secretary of Agriculture and Natural Resources and the Chancellor of the University System of Maryland.
- 2 members who are private aquaculture producers
- 1 member who is a private aquatic animal health specialist
- 1 member representing the University System of Maryland
- 1 member representing the Department of Natural Resources
- 1 member representing the Department of Agriculture
- 1 member Aat large@
- Term - The term of a member is 3 years. Members can not serve more than 2 consecutive terms. Initially a of the members will serve a one year term, a will serve a two year term and a will serve a three year term.
- Reimbursement of expenses - The members of the Review Board may not receive a salary, but shall be reimbursed for reasonable expenses incurred in attending meetings and other Board business.
- Duties - The Board shall:
- Periodically review and recommend revision of the state's policy and implementation plan on aquatic animal health.
- Determine impact of regional, national and international policies and procedures on aquatic animal health.
- Identify pathogens that may be prohibited in the state or regions thereof.
- Assess the risk associated with emerging diseases worldwide, especially with our trading partners.
- Provide information pertaining to aquatic animal health issues to the Aquaculture Advisory Committee.
- Serve as the final arbitrator between signatories on matters brought before the board.
- Technical Advisors - The Review Board may designate technical advisors to serve as staff support. Technical advisors shall not receive reimbursement for expenses. The Board shall maintain an active list of technical resource experts.
- Ex-Officio Members - The Maryland Departments of Agriculture and Natural Resources shall each designate a fish health officer who will implement the policy and resulting recommendations of the Board.
